Study in Italy from Pakistan — what it really costs

Start here: Italy has one intake that matters

Your current search results will tell you Italy has two intakes. Technically that is true — the Italian academic year runs a first semester from September and a second from February. For a student applying from Pakistan it is misleading, and planning around it is how people lose a year.

Take Politecnico di Milano, which publishes its calendar in full. Architecture and Design programmes admit students in the first semester only. Engineering runs both, and does publish a general February call. But the additional spring application round is open only to EEA students and to non-EEA students who already hold an Italian residence permit — which, if you are reading this in Karachi, you do not.

So the honest instruction is this. Plan for September. If your specific programme publishes a second-semester call that is open to applicants from abroad, that is a bonus, not a backup. Everything below — the pre-enrolment, the qualification assessment, the scholarship application, the embassy appointment — is built backwards from a September start.

What an Italian public university actually charges

Italy does something almost no other destination does: it sets tuition according to what your family earns. The measure is an indicator called ISEE, and for a family whose income is earned outside Italy it is calculated as ISEE Parificato using documented foreign income and assets.

Because Pakistani household incomes convert into the lowest European brackets, most applicants land at or near the bottom of the scale. In practice that means a headline fee of a few thousand euro a year falls to a few hundred, and for students who win a regional scholarship it falls to nothing at all.

Two things to be clear about. First, this is a calculation, not a discount someone negotiates for you. Second, the numbers you submit are a sworn declaration — more on that below, because it is the single biggest risk in this market.

The DSU scholarship: what it pays, and what it does not

Every Italian region runs a right-to-study body that awards scholarships on financial need rather than grades. Emilia-Romagna's agency, ER.GO, publishes its rules in full, so we use it as the worked example. Other regions differ in the detail but not in the shape.

For the 2026/2027 year, a student classed as fuori sede — living away from home, in paid accommodation near the university for at least ten months — is entitled to:

Now the part that is usually left out. That figure is the total value of the award, not a cash allowance paid on top of free housing and free food. The published rules state the cash instalments are worked out net of the services you take: the full cost of your accommodation rent, and any prepaid meal plan, is deducted from the scholarship before you are paid. If you are allocated a room in a university residence you do not pay rent — because the rent has already come out of your €7,171.11.

That is still an excellent deal. A student with housing, meals and a cash balance, paying no tuition, is in a better position than almost anywhere else in Europe. But it is not "free accommodation plus a stipend of up to €7,000", and a family that budgets on that description will be short.

One more caveat. Scholarships are awarded from a ranked list against a fixed budget, so being assessed as eligible and being paid are two different things. Emilia-Romagna committed more than €160 million for 2026/2027, reaching over 29,000 students, and states that covering every eligible student is the objective. In the same announcement its regional minister warned that around €15 million of national recovery-plan funding is ending with nothing announced to replace it. Apply, expect to succeed, and do not build a budget that collapses if you do not.

The deadline nobody tells you about

The scholarship application closes months before term, and usually before you hold a visa. For 2026/2027, ER.GO's window ran from 23 June to 24 August 2026, with scholarship and accommodation rankings settled by the middle of November.

Read that again. You apply for the money as a prospective student, from Pakistan, while your admission and visa are still in motion. Students who plan to "sort the scholarship out after arriving" arrive to find the year's allocation closed. Every region publishes its own call on its own dates — finding yours, and diarising it, is the highest-value hour in this whole process.

The money you must show the embassy

Separate from tuition and separate from the scholarship, you have to evidence that you can support yourself. For academic years 2026/2027 and 2027/2028 the figure applied by Italian consulates is €10,179.85 for the year — €848.25 a month — plus roughly €500 to cover repatriation travel.

This increased sharply: the previous figure was €6,947.33. If a consultancy page still quotes you "around €6,000", it has not been updated, and turning up at the embassy with that is a refusal.

How you evidence it matters as much as the amount. Cash is not accepted, and neither are surety insurance policies. It has to be documented income and bank statements, in your name or a family member's, with the relationship and the source of the income evidenced.

Your Pakistani qualifications, made legible in Italy

An Italian university cannot read a Pakistani transcript at face value, so your documents need a formal bridge. There are two, and which you need is decided by your university, not by you:

• CIMEA issues a Statement of Comparability and a Statement of Verification online. Many universities now prefer it, and it is usually faster.
• Declaration of Value (Dichiarazione di Valore) is issued by the Italian diplomatic mission in Pakistan and describes your qualification within the Italian system.

Underneath both sits legalisation. The Apostille Convention entered into force for Pakistan on 9 March 2023, and MoFA began issuing apostille certificates on 17 May 2024. Your board and HEC-attested academic documents, and your NADRA civil documents, now take the apostille route rather than the older chain of embassy attestations. Confirm the current requirement with your university before paying for anything — this is the step where students most often buy a document they did not need.

A warning about "optimising" your financial file

You will be offered this. Because Italian fees and scholarships are set by declared family income, there is a standing temptation to present that income as lower than it is, and there are agents in this market who advertise the service in those words.

Do not do it. ISEE Parificato is a sworn declaration, and the person making it is you, not your agent. If an understated declaration is found, the benefit is withdrawn, payments already made are reclaimed, and the finding sits on your record with both the university and the immigration authorities. The agent who structured the file is not the one who loses the place.

Medicine in English: the IMAT route

Italy runs six-year Medicine and Surgery degrees taught entirely in English at several public universities, and entry is decided by a single admissions test, the IMAT. It is a genuinely competitive exam and a genuinely low-cost degree, which is an unusual combination.

Be realistic about it. Places are limited and ranked strictly by score, the syllabus rewards months of preparation rather than weeks, and the number of seats for non-EU candidates at each university is published in advance. We will tell you whether your profile makes this worth attempting this cycle or whether you are better served preparing properly for the next one.

Working during and after your degree

Students in Italy may work part-time, capped at 20 hours a week. Treat it as a contribution to living costs, not as the plan that funds your studies — the embassy will not accept it as evidence of means, and neither should your family budget.

After graduating you can convert your student permit into a permit to look for work, which is the reason many students choose Italy over destinations with no post-study route at all. The rules here change, so we confirm the current position at the point you graduate rather than promising you something that was true when you applied.

How Italy compares with the alternatives

Italy is not the only low-cost route into Europe, and it is not automatically the best one for you. Germany charges no tuition at most public universities but asks you to lock a blocked account before you travel, which is a bigger cash requirement up front. France has low public fees and a strong post-study permit. Ireland is English-speaking throughout and considerably more expensive.

Where Italy wins is the combination: tuition assessed on your family's income rather than a flat international rate, plus a regional scholarship system that can cover the fee entirely and contribute to living costs. Where it costs you is the language. A degree taught in English does not make daily life, part-time work or a graduate job in Italy English-speaking, and students who never start learning Italian tend to find the post-study year harder than they expected.
